Carol Ann Rohr is a Partner in the Los Angeles office of Manning Kass. She is a member of the Government Entity Liability team.

Ms. Rohr brings 40 years of experience to the firm. For 18 years she was in private practice with the sole emphasis of defending police officers and governmental entities. Thereafter, as a Deputy City Attorney for the City of Santa Monica for 18 years, her emphasis continued to be police and entity defense cases in federal court from inception through trial. In her role as a Deputy City Attorney, she participated in training for the Santa Monica Police Department, including creating a curriculum and presenting a Civil Liability Training Course in 2018.

Ms. Rohr assisted in the crowd management training for the 2002 Winter Olympic Games in Salt Lake City, Utah. She was a member of the initial POST Crowd Management Guidelines committee in 1998 and a member of the revision committee in 2003. Again in 2012, she was a member of the Guidelines Development Committee for the POST Guidelines for Crowd Management, Intervention, and Control. A subsequent POST training DVD for those guidelines was distributed to over 630 police agencies in the fall of 2013. In September 2020, she was invited by POST to be one of the Project Advisors for the revision of the Crowd Management, Intervention, and Control Guidelines which were completed in April 2021. Recently she has been a member of the POST Guidelines committee focused on potential revisions to the Crowd Management, Intervention, and Control Guidelines pertaining to the use of Kinetic Energy Projectiles (KEPs) and Chemical Agents in order to comport with recent legislative changes. 

Throughout her career, Ms. Rohr has been a guest lecturer and speaker for police and sheriff's departments, as well as for law enforcement organizations, including CPOA, POST, FBI and Los Angeles County Sheriff's Department.  She has lectured on topics including Managing Civil Disorder/Crowd Management, SWAT Operations, civil liability issues, international law enforcement training, tactical units, and field operations, amongst others.
