Michael Brave is a Partner in the Phoenix office of Manning Kass. He is a member of the Government Entity Liability team.

Mr. Brave’s three-plus decades of law enforcement-related experience includes being a sworn officer, trainer, consultant, and licensed attorney. He has a wide range of law enforcement experience: has been retained as an expert in 270+ international inquests, state and federal civil rights issues, and others; involved post-incident in 600+ temporal deaths; and presented on force and other subjects 1000+ times in the United States, Mexico, Canada, Panama, Austria, and United Kingdom.

He has a very broad depth of training, experience, skill, and education, and possesses specialized, scientific, and technical knowledge, in law enforcement, criminal procedure, criminal law, law enforcement temporal arrest-related deaths, in-custody deaths, off-duty employment and authority, jurisdictional concepts and issues, vehicle operations, and law enforcement force options. He participated and earned instructor certifications in numerous force options, vehicle operations, and other instructor programs.

He has authored, or co-authored, 100 periodical publications, 6 book chapters, 17 videos, 100s of training program manuals and PowerPoint®presentations, and Webinars regarding law enforcement concepts, issues, procedures, the majority of which were force-option involved or related. His published papers have appeared in the International Journal of Legal Medicine, the Institute of Electrical and Electronics Engineers (IEEE) Engineering in Medicine & Biology Society (EMBS), Medicine, Science and the Law, International Journal of Case Reports and Images (IJCRI), American Journal of Forensic Medicine and Pathology, Police Chief, American City & County, Prosecutor; Police & Security News; Public Risk, ASLET Journal, Casino Enterprise Management, the International Use of Force Journal, the Law Enforcement Legal Defense Manual, For the Defense, and others. He has presented several programs on the Law Enforcement Television Network (LETN).

Mr. Brave formerly served as Chief of the Intelligence and Investigative Operations Unit, Office of Enforcement Operations (OEO), Criminal Division (CRM), United States Department of Justice (DOJ), in Washington, D.C. Mr. Brave also held the concurrent position of Deputy Director for International Operations of the Federal Witness Security Program where he coordinated the foreign aspects of the Program, including a portion of Plan Colombia, for the DOJ official who oversaw the program. Mr. Brave also served as a Special Deputy United States Marshal, and his National Security Information security clearance was above Top Secret.
