Tony M. Sain Quoted in Daily Journal Article on SB 1286

As Daily Journal reports in the February 29th issue, California Senator Mark Leno has introduced a bill, SB 1286, which proponents believe would create greater transparency regarding police personnel records. The Association for Los Angeles Deputy Sheriffs (ALADS) strongly opposes the bill, saying similar disclosures "would not be tolerated in any other job."

Tony M. Sain, partner in the Los Angeles office of Manning & Kass, is quoted in the article as saying, "There is a procedure in California for (obtaining) protected personnel file information, and that process works just fine."

Mr. Sain is known throughout the state as an expert in that procedure, known as the Pitchess motion. He is the author of an up-to-date primer entitled, The Pitchess Privileges: A Guide to Understanding Police Officer Personnel Record Procedural Protections In Civil Cases. Mr. Sain was previously quoted in the July 15 issue of the Daily Journal, regarding Pitchess procedure and recent case law.
