James E. Anthony is a Consultant in the Los Angeles Office of Manning Kass. He is a member of the Governmental Entity Liability and the Security Services and Security Guard Litigation Teams.

A retired police chief with more than thirty-five years of law enforcement experience, including nineteen years as chief of police, he was the chief of police in the city of Chino during the 1980s, and Glendale in the 1990s. He previously served with the West Covina Police Department for seventeen years and achieved the rank of commander. As chief of police in Glendale, he was a strong advocate for community policing and the establishment of positive police/community partnerships. During his tenure as chief, Glendale was consistently recognized as one of the top ten safest cities with a population of more than 100,000 in the nation.

Since his retirement in 1997, he has served as the interim police chief in the cities of Ridgecrest, Alhambra, and South Pasadena. Chief Anthony has a wealth of knowledge in the area of police leadership, administration and operations. As a staff consultant and law enforcement advisor for the firm, he assists our attorneys who specialize in both police civil liability and private security guard litigation. He has authored several police policy and procedure manuals and is involved in the review of law enforcement policies and procedures. As a law enforcement advisor, he serves as a liaison with law enforcement agencies throughout the State of California and is active in client development for the firm.

Chief Anthony is a past president of the California Police Chiefs Association (1995) and a graduate of the University of Southern California (MPA), the POST Command College (honor graduate, Class Two), and the FBI's National Academy and Law Enforcement Executive Development Seminar in Quantico, Virginia. He has received management and executive certificates from the State Commission on Peace Officer Standards and Training.

Jim has been a leader in the implementation of Crime Analysis and Community Policing. He served as a training consultant with the Community Policing Consortium in Washington, D.C., where he conducted training for law enforcement officers throughout the United States.
