Joseph Maccarone is a Partner in the Inland Empire office at Manning Kass. He is a member of the Governmental Entity Liability team.
Mr. Maccarone served as a Senior Deputy District Attorney with the Tulare County District Attorney’s Office and previously as an Associate Attorney in civil litigation involving childhood sexual abuse.
The majority of Mr. Maccarone's professional experience stems from his decade plus long tenure with the New Jersey Attorney General's Office where he specialized in child welfare cases. Mr. Maccarone regularly counseled the client agency on all aspects of child welfare litigation including emergency removal, investigations into allegations of child abuse, termination of parental rights, the Indian Child Welfare Act and utilization of general and Medicaid funds to deliver care to youth in foster care. Mr. Maccarone has provided trainings to the New Jersey Attorney General's Office, Department of Children and Families Section, on trauma informed litigation, child sexual abuse investigation and medical neglect.
Throughout his career, Mr. Maccarone has examined hundreds of lay and expert witnesses; authored and argued a half dozen appeals regarding abuse and neglect of children and has argued over 100 bench trials in dependency matters. Mr. Maccarone has first chaired numerous jury trials in a criminal law context.
Mr. Maccarone brings specialized understanding of how child welfare agencies function as well as their statutory and constitutional obligations to the at-risk communities they serve.
In his free time Mr. Maccarone obsesses over his own two children, Noah and Eleanor and cleans up after his dog Piper.
