Kelly A. Duncan is a Partner in the Los Angeles office of Manning Kass. She is a member of the Governmental Entity Liability team.

Ms. Duncan received her bachelor’s degree in English Literature from Pepperdine University, where she competed for the university on its Division 1 Cross Country Team. Ms. Duncan subsequently earned a Juris Doctor degree from Pepperdine University’s School of Law.

Ms. Duncan is a member of the California and Tennessee State Bars and is admitted to practice in all state and federal courts in California.

Before joining the firm, Ms. Duncan began her legal career as a Deputy County Counsel for Santa Barbara County, serving as in-house counsel for the Sheriff’s Office. In this role, she provided legal guidance to law enforcement and litigated civil rights matters involving the agency and its deputies. Ms. Duncan later joined the Santa Barbara County District Attorney’s Office where she was appointed Chief Deputy District Attorney. During her tenure, Ms. Duncan led the Officer Involved Incident Team and successfully prosecuted complex murder trials. Ms. Duncan was subsequently promoted to Assistant District Attorney, overseeing the operational management of the office.

Ms. Duncan has been a presenter at the California Homicide Investigators Association. In 2023, Ms. Duncan received the Thomas H. Guerry Award for Superior Performance from the Santa Barbara Citizen’s Council on Crime, an honor recognizing law enforcement professionals who exemplify the highest standards of integrity, service, professionalism, and courage within Santa Barbara County.
