Los Angeles Founding Partner Eugene P. Ramirez will be speaking on the use of force at the 30th Annual California JPIA Risk Management Educational Forum, taking place October 1-3 at the Omni La Costa Resort in Carlsbad. In an engaging and thought-provoking session, titled, “This is How We Do It: Use of Force Case Study—The Impact of Supervision and Culture on Law Enforcement Outcomes,” Mr. Ramirez will examine case studies to explore how organizational culture and supervisory practices directly influence law enforcement outcomes. Through in-depth analysis, participants will gain insights into how leadership, training, and agency values shape officer decision-making in high-stress situations, and reflect on how internal dynamics impact public trust and operational effectiveness. The session will:

  • Highlight lessons learned from real-world use of force case studies,
  • Identify warning signs of systemic issues, and
  • Offer practical strategies for fostering a culture of accountability, transparency, and ethical conduct.

About Eugene P. Ramirez

Eugene P. Ramirez is the leader of the Constitutional Policing and Governmental Entity Liability teams, and a member of the Military and Veterans Law team. He serves as an advisor to several public entities on the issues of use of force, canine and SWAT issues, supervisor liability, and policies and procedures. He has provided training to thousands of police officers and supervisors, from around the country and Canada, over the past 30 years, and he is an instructor on liability issues for the Los Angeles County Sheriff’s Department’s Basic SWAT School. 

Mr. Ramirez is the former General Counsel for the California Association of Tactical Officers (CATO), an instructor for the National Tactical Officers Association (NTOA), and is currently the General Counsel for the United States Police Canine Association (USPCA). He was a member of the State Attorney General’s Blue Ribbon SWAT Committee, and he was a member of POST’s Executive Advisory Committee for SWAT Teams. He was a member of the LAPD Board of Inquiry, which examined LAPD SWAT operations. He is an approved California POST instructor, and he is currently an Adjunct Instructor at the Rio Hondo Police Academy where he teaches in the FTO School, the New Supervisor School and at the Basic Academy.
