Manning Kass Launches Constitutional Policing Team

Manning Kass is proud to announce the launch of its new Constitutional Policing team. Founded in 1994 with only a handful of attorneys and two practice areas, Manning Kass has grown to seven offices across the United States, with over 160 attorneys and now nearly 40 practice areas. 

The Constitutional Policing team is available to advise and defend law enforcement agencies across the country in a variety of areas. The team consists of current and retired law enforcement executives, bringing together decades of experience, knowledge, and wisdom. Our team understands the value of community engagement and protection of civil rights of all people. Law enforcement agencies must follow the United States Constitution, state constitution, court decisions, and other federal, state, and local laws and regulations. Our team works with law enforcement agencies who are committed to re-examining policies and organizational practices to reduce community concerns, foster trust within communities, and develop strategies to enhance local policing with the best practices and training.

The Manning Kass Constitutional Policing team is led by Founding Partner Eugene P. Ramirez. Mr. Ramirez is the leader of the Governmental Entity Liability, Military and Veterans Law, and School Civil Liability teams at Manning Kass and brings decades of experience on both sides of Constitutional Policing as a police officer and attorney. He is frequently invited to speak and train with police officers across the country on a variety of subjects. He has been recognized by the Daily Journal, won Los Angeles County Sheriff's Department’s Trial Lawyer of the Year in 1993 and 2006 by two different Sheriffs, California Legal Magazine, and the Association of Los Angeles Deputy Sheriffs, amongst others. Additionally, Mr. Ramirez works closely with the California Association of Tactical Officers and the United States Police Canine Association. He is also an instructor at the Rio Hondo Police Academy.
